Notice is hereby given that the Crook County Planning Commission will hold its regularly scheduled meeting at 4:00 p.m. on Wednesday, October 8, 2025, to consider the following:

Record Number 217-25-000151-PLNG – Monique Vanden’Aklie on behalf of Powell Butte Farmers Club have applied for a conditional use to operate a childcare and/or nursery school facility in the Exclusive Farm Use (EFU-3) zone. The proposed facility will be licensed for a maximum of 75 individuals, up to 60 individuals being children. The specific property involved is map tax lot 1514350000400.
The hearing is being held pursuant to Crook County Code 18.172. The application is subject to review under Crook County Code, Title 17, Chapter 36 and Title 18; Chapters 16, 126, 128, 160 and 180, the Crook County Comprehensive Plan, Oregon Administrative Rules, and Oregon Revised Statutes.
Record Number 217-25-000250-PLNG – Bishara Revocable Trust, Edwar Bishara Trustee (Owner/s) and Kilpatrick Consulting LLC (Agent) propose to amend the Crook County Zoning Map (“Zoning Map”) to change the zoning of Tax Lot No. 1614110001200 from Exclusive Farm Use zone, EFU-3 (Powell Butte area) to Rural Residential 10, R-10. The property is a 20-acre parcel located on SW Reif Rd, Powell Butte. The property is located approximately 3 miles south of Highway 126, in Powell Butte.
The hearing is being held pursuant to: Crook County Code (“CCC”) 18.172 (Administration Provisions),
18.168 (Legislative Amendments)
The application is subject to: CCC 18.12; CCC 18.16; CCC 18.92; Crook County Comprehensive Plan; Crook County Ordinance 127, Amendment 1; Oregon Administrative Rules; and Oregon Revised Statutes.
A notice of public hearing and location maps are being mailed to all affected property owners, and to the appropriate entities and public agencies at least 20 days prior to the Planning Commission hearings. A copy of the staff reports will be available at https://co.crook.or.us/planning-commission seven days prior to the hearings at no cost.
The hearings will be conducted pursuant to CCC 18.172.081. Interested members of the public may provide oral testimony in favor, opposed, or neutral to the applications. Written testimony or comments may be submitted to the Crook County Community Development Department by email at plan@crookcountyor.gov and may also be submitted in person or by mail to 300 NE 3rd St, Room 12, Prineville, OR 97754. Written testimony received by Friday, September 26, 2025, will be considered by staff prior to the issuance of the staff reports and recommendations on these applications. However, written testimony will continue to be accepted until the record closes, which may occur as soon as the conclusion of the public hearings.
Failure to raise an issue in the hearing, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes an appeal to the Land Use Board of Appeals based on that issue.
