The Public Hearing for Record Number 217-25-000323-PLNG, Text Amendment to Crook County Code to bring sections into compliance with current State statutes and regulations, provide clear and objective criteria within the zoning ordinance to provide for greater understanding of requirements, allow for local flexibility in interpreting code language, edit code language that is incorrect, and remove references to outdated or removed sections, previously noticed for this meeting has been rescheduled to December 10, 2025.
Record Number 217-24-000293-PLNG: Continuation for Deliberations only of Conditional use application for a photovoltaic (pv) solar power generation facility located on property zoned Exclusive Farm Use zone, EFU-3. The proposal includes a ground mounted solar array, gen tie transmission lines, a substation, an energy storage system, and an operation and maintenance facility. The project is proposed to be a 320-acre site, on a portion of property identified as map tax lot: 1615000000300. It is north of an existing solar facility.

7-day rebuttal period - Any person may submit written rebuttal to testimony - Due by October 8, 2025, at 4:00 PM.

The hearing is being held pursuant to Crook County Code (CCC) 18.172 Administration Provisions. The application is subject to review under CCC, Title 18, Chapter 16, Chapter 160, Chapter 161, Chapter 180, the Crook County Comprehensive Plan, Oregon Administrative Rules, and Oregon Revised Statutes.
Record Number 217-25-000081-PLNG: Conditional Use. Weston’s Rock Ridge Ranch LLC and Philip Weston (Owner/Applicant) request a conditional use for a private use airstrip. The proposed private airstrip would be located at 7837 NW Lone Pine Ln, Terrebonne, identified as 1414070000203. The hearing is being held pursuant to Crook County Code (CCC) 18.172 Administration Provisions. The application is subject to review under CCC, Title 18, Chapter 16, Chapter 160, the Crook County Comprehensive Plan, Oregon Administrative Rules, and Oregon Revised Statutes.
A notice of public hearing and location maps are being mailed to all affected property owners, and to the appropriate entities and public agencies at least 20 days prior to the Planning Commission hearing.
A copy of the staff reports will be available at https://co.crook.or.us/planning-commission seven days prior to the hearings at no cost. A copy of the applications, all documents, and evidence relied upon by the applicant along with the applicable criteria are available for inspection at no cost and copies will be provided at reasonable cost in accordance with the County’s fee schedule. Failure to raise an issue in the hearing, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes an appeal to the Land Use Board of Appeals based on that issue.
